The investment is under the company’s Novacarb subsidiary and will be operated by Novabay Pte Ltd.
Work on the site at Jurong Island began last June.
The plant will have a yearly production capacity of 70,000 metric tons with a potential mid-term capacity of 120,000 metric tons.
